Inland Revenue announces KiwiSaver Central Administrator System

Inland Revenue (IR) has chosen a consortium of Deloitte/EDS/SAP as the preferred vendor to supply the KiwiSaver Central Administrator system for the KiwiSaver Programme - a work-based savings scheme planned to start 1 April 2007. Deloitte and EDS are implementing the project and SAP is providing the software.

The Department will use its existing links with employers to collect employee contributions. The new KiwiSaver Central Administrator System will be the conduit for passing these contributions to scheme providers and to manage administrative functions such as opting out and contribution holidays. Inland Revenue has ensured the system is capable of supporting two to three million active accounts at any one time.

Inland Revenue ran a comprehensive market testing and Request for Proposal process in August/September 2005 to understand the market's ability to meet the KiwiSaver requirements and the solutions available. "We conducted a very thorough and rigorous process to ensure the solution we opted for would allow Inland Revenue to meet the immediate need of KiwiSaver for a resilient, stable and robust system" said Colin MacDonald, Inland Revenue's Deputy Commissioner, Business Development and Systems.

"This project is significant for both Inland Revenue and Deloitte" says Cobus Scholtz, the lead partner for Deloitte.

"The consortium approach also reflects Deloitte's focus on seeking the best technology solutions for our clients. Over the years we have fostered a strong relationship with Inland Revenue to understand its complex business issues, and we look forward to working with them to successfully implement the KiwiSaver Central Administrator System."

EDS New Zealand believes the awarding of this contract reflects its strength and capability in the SAP applications sector, according to Steve Griffin, EDS New Zealand's client industry executive - Government. "Inland Revenue is already a major client of EDS New Zealand for IT outsourced services, and we are delighted to assist IR to deliver this key project."
